Repair, Restore or Replace?
If the roof is under about 15 years old and the damage is limited to one area, a repair is usually the right call. Coatings and sealing can extend a sound flat roof, but they cannot rescue shingles at the end of their life.
Replacement makes sense when shingles are curling or shedding granules across the whole roof, when leaks appear in several places, or when the deck feels soft underfoot. An inspection with photos shows which side of that line your roof is on.
How long you plan to stay also matters. A homeowner selling in two years and one staying for twenty may reasonably choose differently.
Permits rarely decide the question. The City of Burlington generally does not require a building permit for like-for-like shingle replacement on a roof with fewer than three layers, while structural changes and new skylight openings do, so confirm with the City before work starts.
